TURKMEN STUDENTS IN RUSSIA’S WAR AGAINST UKRAINE: A NEW TRAGEDY AND A HIDDEN THREAT TO YOUNG PEOPLE A young citizen of Turkmenistan who traveled to Russia for education may have lost his life in Russia’s war against Ukraine. His story once again raises concerns about the involvement of Turkmen citizens in an armed conflict that is not their own. On June 9, 2026, the independent media outlet Turkmen.News published a report about Maksat Gurbanov, a citizen of Turkmenistan who, after moving to Russia, reportedly joined the Russian Armed Forces and may have been killed on the front line. According to the information published by Turkmen.News, Maksat Gurbanov was born on February 20, 1999, in Turkmenistan. He initially traveled to Russia to pursue higher education but later signed a military contract and became involved in Russia’s war against Ukraine. Journalists obtained a death certificate indicating that the young man reportedly died on June 29, 2025, in the Russian-occupied part of Ukraine’s Donetsk region. However, his body was never returned to his family. Additional questions have been raised regarding the documentation of his death. According to the publication, the death record was registered several months after the reported date of death, and the documents were issued through structures operating in occupied territory. At the same time, sources cited by Turkmen.News note that the absence of a body does not completely rule out other possibilities. Among them is the possibility that Maksat Gurbanov could still be alive and held in captivity. Particular attention should also be given to information from the Ukrainian state project “I Want to Live”, which monitors foreign nationals recruited by Russia to participate in the war against Ukraine. According to the project, the identities of at least 122 citizens of Turkmenistan who signed military contracts with the Russian Armed Forces during the first half of 2025 have been established. Maksat Gurbanov’s name was among those identified. This case is not only a personal tragedy for one family but also a warning sign for thousands of Turkmen citizens studying or working abroad. Human rights advocates have repeatedly warned that Turkmen citizens living outside their country can become vulnerable targets for military recruitment. A lack of effective consular protection, documentation problems, financial hardship, and legal insecurity can significantly increase the risk of such situations. Students, labor migrants, and individuals struggling with residency or immigration issues are particularly vulnerable. The story of Maksat Gurbanov also highlights the urgent need to inform Turkmen citizens about the risks associated with signing military contracts in foreign countries and the potentially devastating consequences of participating in armed conflicts. Every such case deserves a transparent investigation, a thorough clarification of all circumstances, and the provision of complete information to family members regarding the fate of their loved ones.
