PUBLIC APPEAL TO THE AUTHORITIES AND SOCIETY OF THE REPUBLIC OF TURKEY The Human Rights Platform of the Civic Movement DAYANÇ / Turkmenistan expresses deep concern regarding the position of the Turkmen authorities in the case of the disappearance of Turkmen civil activists Alisher Sahatov and Abdulla Orusov. Official representatives of Turkmenistan have openly stated: "Whatever happened occurred in Turkey," and "They disappeared in Turkey — therefore Turkey must search for them," thereby fully shifting responsibility for the fate of the missing individuals onto the Republic of Turkey and attempting to absolve themselves of any accountability. In this regard, we publicly call upon the Government of the Republic of Turkey and all competent authorities to: — immediately conduct a thorough investigation into the disappearance of Alisher Sahatov and Abdulla Orusov; — take seriously the allegations that they were forcibly abducted from Turkish territory; — take all necessary measures to determine their whereabouts and ensure their safe return to Turkey. Turkmenistan, a state that systematically practices enforced disappearances, torture, and political repression, is attempting to conceal its own crimes by portraying Turkey as a responsible party. This dangerous and cynical narrative must not be allowed to succeed. Today Turkey is being blamed — tomorrow such accusations may be used to further manipulate responsibility and obscure serious human rights violations. We directly address: The President of the Republic of Turkey, Mr. Recep Tayyip Erdoğan, The Ministry of Foreign Affairs of Turkey, The Ministry of Interior of Turkey, and all relevant state institutions: Take these official statements of Turkmenistan into account, investigate this case objectively, and ensure the protection of the disappeared activists. We further state clearly and unequivocally: Turkmen activists, bloggers, and opposition figures must under no circumstances be extradited to Turkmenistan. The Turkmen regime is a repressive system that employs torture, unlawful detention, and enforced disappearances. Returning individuals to such a system constitutes complicity in human rights violations. We will not allow the disappearance of Alisher Sahatov and Abdulla Orusov to be silenced. We demand truth, accountability, and their safe return. Turkey must not become an instrument of political repression carried out by another state.
