Turkmenistan: New THF Report on Repression, Torture, and Lawlessness On June 8, 2026, the Turkmen Helsinki Foundation for Human Rights (THF) published a report entitled: “Turkmenistan: Intensification of Repression and Violence Against Dissidents. Responsibility for Torture, Death, and Lawlessness.” The report was prepared ahead of the upcoming European Union–Turkmenistan Human Rights Dialogue and highlights serious concerns regarding the human rights situation in the country. The document examines numerous allegations of human rights violations, including arbitrary detention, politically motivated prosecutions, pressure on relatives of activists, restrictions on freedom of expression, ill-treatment in places of detention, and the continued use of transnational repression against Turkmen citizens abroad. In particular, we submitted a request concerning the case of Maral Annayeva. Although she has been released, we believe that Maral Annayeva and her children remain at risk. We express our serious concern for her safety and call on the international community to consider facilitating her return to Dubai or providing her with access to a third safe country where her rights and security can be fully protected. We have also submitted a detailed chronology of events concerning the cases of Alisher Sakhatov and Abdulla Orusov, who disappeared after leaving the Edirne Removal Center on July 24, 2025. We continue to call for an effective, independent, and transparent investigation into their disappearance and will closely monitor developments in the case.
