The Decline of the Caspian Sea Level as an Environmental Crisis and a Human Rights Concern in Turkmenistan

🔴 Statement by the Human Rights Platform of the Civic Movement DAYANÇ / Turkmenistan The Human Rights Platform of the Civic Movement “DAYANÇ” expresses deep concern over the ongoing decline of the Caspian Sea level, as reported by hydrometeorological monitoring bodies of the Caspian region. According to available data, the Caspian Sea level continued to decrease in 2025, largely due to the persistently low water discharge of the Volga River observed since 2021. During the first nine months of 2025, the Volga’s water inflow amounted to approximately 158 cubic kilometers — 29 cubic kilometers less than during the already low-water period of 2024. This trend represents not only an environmental crisis but also a serious humanitarian threat for millions of people whose lives depend on the Caspian Sea. Environmental degradation as a human rights issue For Turkmenistan, the shrinking of the Caspian Sea leads to: • destruction of coastal ecosystems • loss of fish resources and livelihoods • deterioration of water quality • threats to food security • economic hardship for coastal communities Environmental damage directly affects fundamental human rights, including the right to health, clean water, a safe environment, and a dignified standard of living. Silence of authorities worsens the crisis Despite the growing risks, the authorities of Turkmenistan fail to provide transparent information, long-term environmental strategies, or open dialogue with the public. The lack of accountability and preparedness exacerbates the impact of this ecological emergency. Call for international response The Caspian Sea is a shared natural resource of several countries. Its degradation requires: • international environmental monitoring • joint conservation efforts • transparency of environmental data • protection of affected communities’ rights Environmental crises do not recognize borders, but responsibility lies with governments. Position of DAYANÇ We emphasize: Environmental collapse is not only a nature issue — it is a human rights issue. We call on: • the authorities of Turkmenistan to act responsibly and transparently • international organizations to monitor the situation • human rights bodies to include environmental risks in their reports on Turkmenistan The future of the Caspian Sea is the future of millions of people.
