Project “I Want to Live”: an opportunity to save your life and a warning to citizens of Turkmenistan about criminal liability for participation in war

The Human Rights Platform of the Civil Movement “DAYANÇ / Turkmenistan” once again addresses citizens of Turkmenistan with important information about the project “I Want to Live”. The project “I Want to Live” was created as a humanitarian initiative aimed at preserving human life and providing an opportunity to avoid participation in armed conflicts. In the context of ongoing military actions, many people are drawn into war, often without having full information about the consequences and risks. We urge citizens of Turkmenistan to remember: your life has the highest value, and you have the right to preserve it. At the same time, we consider it necessary to warn that participation of citizens of Turkmenistan in armed conflicts in foreign states is a criminal offense under the Criminal Code of Turkmenistan. According to Article 169 of the Criminal Code of Turkmenistan (“Mercenarism”): participation, financing, training, or recruitment of mercenaries is punishable by imprisonment for a term of 5 to 10 years; under aggravating circumstances — from 7 to 15 years of imprisonment; if such actions resulted in grave consequences or death — from 10 to 25 years of imprisonment. In addition, Article 169² of the Criminal Code of Turkmenistan states: participation of a citizen of Turkmenistan in armed conflicts or military actions in foreign states is punishable by imprisonment for a term of 3 to 8 years, with or without confiscation of property. This means that participation in war may lead not only to a threat to life, but also to serious criminal liability.
