These expenses are imposed directly on workers, even though they are not agricultural producers and are not legally obligated to finance state agricultural campaigns. It is reported that the seeds are distributed through specific structures at fixed prices significantly higher than market rates. Employees are required to pay from their salaries, which in many cases are already insufficient to cover basic living expenses. Particularly alarming are reports that refusal to participate leads to threats of dismissal, administrative pressure, and persecution. Decisions are presented as mandatory, announced during meetings at local administrative offices (hyakimliks), and enforced through institutional leadership. The report also mentions: – non-transparent land distribution – use of administrative resources in the interests of selected individuals – possible corruption schemes – discrepancies between official reform rhetoric and the actual situation Special attention is drawn to industrial projects, including the carbamide (urea) plant, which are officially presented as achievements but are accompanied by complaints about lack of transparency and inefficiency.
