Ahead of the Munich Security Conference 2026, Amnesty International Secretary General Agnès Callamard stated: “World leaders must find their backbones and seize on forums like the Munich Security Conference as opportunities to plot collective resistance to the attacks on international law that endanger us all.” The Human Rights Platform of the Civic Movement “DAYANÇ / Turkmenistan” expresses its support for this call. For the citizens of Turkmenistan, international law is not an abstract principle. In the absence of an independent judiciary, with restrictions on freedom of expression and pressure on civil activists, international legal standards remain one of the few remaining safeguards. Turkmenistan is a party to several core international human rights treaties. However, the practical implementation of these obligations raises serious concerns. Restrictions on freedom of movement, pressure on activists, lack of transparent judicial procedures, and absence of independent oversight undermine domestic protection mechanisms. The weakening of international law creates an atmosphere of impunity. Citizens of closed political systems become particularly vulnerable. International forums such as the Munich Security Conference must go beyond geopolitical debates and address compliance with international legal obligations. We call on the international community to: consistently raise human rights concerns in closed states; strengthen international accountability mechanisms; ensure protection for human rights defenders and civil society actors; apply international legal standards equally to all states. International law is a safeguard for human dignity. Its erosion threatens global stability and the security of millions.
