DAYANÇ / TURKMENISTAN A New Generation of Human Rights Advocacy: From Supporting Victims to Innovative Projects That Can Shape the Future We do more than speak about human rights. We protect, educate, support, create, and propose solutions. Dayanç Civil Human Rights Platform / Turkmenistan is an independent human rights platform established by the Dayanç civic movement. It brings together a proactive international team of civic activists, human rights defenders, and volunteers. We believe that modern human rights advocacy must go beyond traditional statements, complaints, and reports. It should combine international cooperation, practical assistance, education, creativity, modern technologies, and innovative approaches. Our mission is not only to identify human rights violations but also to develop practical tools to prevent them, protect victims, and help build a society in which human dignity and justice are fundamental values. We seek to transform the approach to human rights advocacy, making it more accessible, modern, effective, and people-centred. 1. Our Team — People United by a Common Purpose Chairperson, Founder, and Head of the Platform — Diana Dadasheva (France). Platform Representative — Lala Abdirahmanova (Türkiye). Members of our international team: - Tural Dadashev — France. - Serdar Gulbayev — Tajikistan. - Elminaz Askerova — Türkiye. - Zoya Ozkan — Türkiye. - Volunteers and other participants whose identities are not currently disclosed for security reasons. Our team brings together people living in different countries who share common values: freedom, equality, justice, solidarity, and respect for human dignity. We do not measure the value of our work by the number of people involved. What matters to us is initiative, responsibility, professional development, and meaningful action. We strive to create an environment in which every team member can propose new ideas, contribute to our shared mission, and become part of positive change. 2. Standing Alongside Victims — Through Actions, Not Just Words One of the defining features of Dayanç is its direct support for people facing difficult legal and humanitarian circumstances. Our work is not limited to remote correspondence and the documentation of human rights violations. We make every effort to be physically present when victims need support the most. One example is the case of civic activist Alisher Sahatov, who went missing in Türkiye. When his wife, Gilala Hasanova, found herself in a difficult situation following her husband's disappearance and the subsequent court proceedings, Dayanç representative Lala Abdirahmanova personally accompanied her to a court hearing in Ankara to provide moral and emotional support. At the time of the hearing, Alisher Sahatov had already been reported missing. On 8 October 2026, Lala Abdirahmanova also travelled to Northern Cyprus to support another woman facing serious legal and humanitarian difficulties. We understand that behind every case is a human being who may be experiencing fear, loneliness, uncertainty, and emotional exhaustion. Sometimes, being physically present, listening to someone, and reassuring them that they have not been abandoned can be just as important as submitting an official appeal to an international organisation. That is why we strive to remain accessible to victims 24 hours a day, seven days a week, responding promptly to requests and accompanying individuals through difficult situations to the extent that our resources allow. Dayanç is more than human rights advocacy. It is solidarity, compassion, and support in action. 3. International Cooperation and Diplomatic Engagement Despite our limited resources, we have succeeded in establishing working contacts with diplomatic representatives, including those connected with Turkmenistan, both within the country and abroad. We are also developing cooperation with representatives of the European Union, various United Nations bodies, international human rights organisations, and civil society. We seek to use these contacts to draw attention to human rights violations, explore mechanisms for international protection, and promote practical humanitarian solutions. We believe that international cooperation should produce more than statements and recommendations. It should lead to tangible results for people in need. 4. Independent News, Analysis, and Human Rights Education Dayanç regularly carries out information-sharing and educational activities. We produce weekly news reviews covering Turkmenistan, analytical articles, video materials, human rights statements, and thematic publications. We report on socioeconomic challenges, legislative developments, political persecution, discrimination, the situation of women and children, freedom of movement, and other issues that directly affect people's lives. Another important area of our work is educating people about their fundamental human rights. We aim to explain complex legal issues in clear, accessible language so that individuals can understand their rights, recognise the obligations of the state, and learn about available protection mechanisms. We want human rights education to move beyond academic settings and become accessible to everyone, regardless of age, educational background, or social status. This is why we are developing new educational formats that use interactive tools, creativity, and practical scenarios to communicate essential knowledge. 5. Our Projects — New Ideas for Modern Human Rights Advocacy Diana Dadasheva, Chairperson and Founder of the Platform, is currently developing several original initiatives aimed at strengthening international protection, human rights education, and civic participation. These projects are united by one fundamental idea: human rights must be understandable, accessible, and protected not only through legal documents but also through practical tools, education, and a culture of solidarity. GREEN CORRIDOR Safety should not depend on having a passport or on political borders. Green Corridor is an initiative developed by Diana Dadasheva that proposes establishing an international humanitarian mechanism for the safe relocation and resettlement of people facing serious risks. The project primarily focuses on civic activists, independent journalists, human rights defenders, and others living in countries where they face persecution, deportation, or forced return to dangerous conditions. Particular attention is given to citizens of Turkmenistan who are unable to obtain or renew passports abroad, face restrictions on freedom of movement, experience transnational repression, or lack access to safe pathways to international protection. The project's objective is to propose a humanitarian evacuation, safe relocation, and resettlement mechanism to European and other democratic states, in accordance with international protection standards. Green Corridor is not an existing resettlement programme. It is a proposal for a new international mechanism that requires the support of governments and interested organisations. "SPEAK UP" — A HUMAN RIGHTS BOARD GAME Learning to defend your rights can be engaging and enjoyable! We are developing a human rights board game entitled "Speak Up" ("Ne Molchi"), focusing on human rights, civic responsibility, combating discrimination, and responding to injustice. The idea is to use an interactive game format to introduce participants to human rights, real-life situations, and possible ways to protect themselves and others. We want learning to become interactive, engaging, and accessible, particularly for young people and those who have never studied human rights before. Our goal is to transform human rights education from complex theory into an understandable, engaging, and memorable experience. "HUMAN RIGHTS IN SIMPLE LANGUAGE" An illustrated practical guide for aspiring human rights defenders. Another initiative involves developing an illustrated handbook for people who want to learn about human rights advocacy and how to assist others. We plan to combine fundamental legal knowledge, practical examples, step-by-step guidance, and recommendations on documenting violations, communicating safely, and approaching relevant institutions. We want people who are only beginning to explore human rights today to become confident, responsible participants in human rights protection tomorrow. "HUMAN RIGHTS THROUGH ART" When art becomes the voice of those who are not heard. We are also developing the concept of a human rights exhibition dedicated to human dignity, freedom, discrimination, injustice, and solidarity. We want to use artistic expression and visual storytelling to communicate complex human rights issues in an accessible and emotionally compelling way. Art can reach people who have never read international conventions or human rights reports, yet who may connect deeply with an individual's experience through a visual work. Our vision is to bring together human rights advocacy, education, culture, and creativity, creating a new space for public dialogue. 6. We Have the Ideas. Now We Need the Resources to Bring Them to Life. Today, Dayanç has not only experience in handling individual cases and engaging with international institutions but also a range of promising project ideas. However, the main obstacle to implementing these initiatives remains the lack of sufficient funding. Many of our projects require educational material development, technical equipment, specialist expertise, organisational resources, and financial support. Despite these challenges, our team continues to work, develop projects, seek partners, and improve our approaches. We firmly believe that limited resources should never mean limited ambition or ideas. We invite international foundations, European institutions, humanitarian organisations, human rights groups, educational institutions, cultural organisations, and potential partners to explore opportunities for cooperation. We welcome grant funding, joint project development and implementation, expert guidance, technical assistance, and other transparent forms of partnership. We are not simply asking for support for the name of our platform. We are inviting partners to invest in concrete ideas, human lives, and new tools for protecting human rights. 7. Dayanç on the International Human Rights Stage In October 2026, the Platform is contributing to efforts to raise human rights concerns at the OSCE Warsaw Human Dimension Conference. In preparation for the conference, Dayanç produced more than 20 individual submissions from citizens, six thematic reports, informational brochures, and other materials addressing systemic human rights violations in Turkmenistan. We express our sincere gratitude to civic activist Arthur Davranov, who travelled to the conference in Warsaw with documentary and advisory support from our Platform. During the preparation process, we provided Arthur Davranov with step-by-step consultations, relevant documentation, and informational assistance. We thank him for bringing our human rights brochures to the conference, helping disseminate information about Dayanç, and raising awareness of the issues highlighted by our Platform among participants at this international event. We value such forms of independent civic cooperation and believe that collaboration between human rights initiatives and civic activists can strengthen public awareness of human rights violations. Through our engagement with the conference, we seek to draw attention to torture and impunity, political persecution, transnational repression, enforced disappearances, freedom of expression, violence against women and girls, the situation of national minorities, the passport crisis, and family reunification. Our participation in international processes aims to ensure that the real problems faced by citizens of Turkmenistan receive attention, meaningful discussion, and practical responses. 8. Our Appeal to the International Community We are a team that believes human rights advocacy can and must evolve. It can become more modern, more accessible, more creative, and more people-centred. We want human rights to be taught not only at universities but also through games, art, and accessible educational materials. We want international protection to become more than an abstract promise. It should be a real possibility for people facing danger. We want victims of human rights violations to receive not only legal assistance but also genuine human support. We want international organisations to recognise independent civic initiatives not merely as sources of information but as partners capable of proposing new solutions. We have a team. We have experience. We have ideas. We have the determination to work, learn, and grow. But turning these ideas into real projects requires international cooperation, professional support, and financial resources. We invite the international community to take notice of Dayanç — a proactive, creative, and determined international team seeking to introduce new approaches to human rights protection. We do not promise to change the world in a single day. But we are prepared to work every day to make it more just. DAYANÇ / TURKMENISTAN We do not simply wait for change — we develop solutions that can make change possible. We do not leave people to face injustice alone. We bring together human rights advocacy, education, creativity, and international solidarity. Support our ideas. Become our partners. Together, let us create new opportunities to protect human dignity, freedom, and justice!
