DAYANÇ CALLS ON THE IMF TO ADDRESS ECONOMIC OPACITY AND HUMAN RIGHTS VIOLATIONS IN TURKMENISTAN 1 November 2026 On 28 October 2026, a meeting took place at the Ministry of Foreign Affairs of Turkmenistan between Deputy Minister of Foreign Affairs Ahmet Gurbanov and Anna Bordon, Head of the International Monetary Fund (IMF) Mission for Azerbaijan and Turkmenistan. In response to this meeting, the Human Rights Platform of the DAYANÇ Civil Movement / Turkmenistan issued a statement calling on the International Monetary Fund to pay particular attention to the actual economic conditions faced by the population and the lack of transparency in the country's public financial policies. Despite official claims by the Turkmen authorities regarding economic development, serious problems persist, including the dual exchange-rate system, restricted access to reliable economic information, low purchasing power, and the absence of effective public oversight of the allocation of state resources. Furthermore, reports continue to emerge concerning forced labour, restrictions on freedom of movement, and systematic violations of fundamental human rights. DAYANÇ emphasises that international economic cooperation should not rely exclusively on statistical data provided by the authorities of a country where independent media and a free civil society are effectively absent. In its statement, the platform calls on the IMF to: 1. Promote independent assessments of Turkmenistan's economic indicators and greater transparency in its foreign exchange policies. 2. Take into account the impact of economic policies on the actual living conditions of the population. 3. Consider information provided by independent experts and civil society organisations. 4. Ensure public access to the key findings of consultations with the Turkmen authorities. "Economic development should be measured not by the number of international meetings held or official reports published, but by the actual well-being of citizens, respect for their rights, and transparency in public administration," the DAYANÇ statement reads. The platform also expresses its readiness to provide the International Monetary Fund with available documentation concerning Turkmenistan's socioeconomic problems and their consequences for the population. DAYANÇ maintains that international financial institutions should promote economic transparency and government accountability rather than limit their engagement to diplomatic consultations. Economic cooperation must serve the interests of the people of Turkmenistan, not merely those of state institutions.
