Citizens of Turkmenistan Demand Protection from Fraud in the Real Estate Sector

Statement of the Human Rights Platform of the Civic Movement “DAYANÇ” / Turkmenistan The Human Rights Platform of the Civic Movement “DAYANÇ” has received another collective appeal from citizens of Turkmenistan concerning a catastrophic situation in the real estate sector. According to the authors of the appeal, real estate agents operating through online platforms, including TMCARS, systematically deceive citizens, depriving them of housing and financial means for survival. These actions, according to the appeal, are carried out under the implicit protection of state institutions, including law enforcement bodies, the прокуратура, courts, and notaries. Citizens state that instead of protecting victims, state structures allegedly facilitate corruption schemes and provide cover for those involved in fraud. The authors emphasize that the state has failed in its fundamental obligation to protect its citizens and has instead become part of the system enabling injustice. In their appeal, citizens demand: Immediate establishment of strict state control over all real estate agents. Mandatory state registration and strict monitoring of all real estate professionals. Continuous supervision by law enforcement authorities over real estate activities and investigation of income sources. Personal accountability of agency leadership for the actions of their employees. Permanent travel bans for real estate agents, notaries, and other individuals involved in fraud to prevent evasion of responsibility. Independent investigations into corruption links between real estate agents and police, prosecutors, courts, and notaries. Criminal liability for all officials who covered fraudulent activities. Mandatory provision of housing to all affected citizens and full compensation for damages caused. The appeal also warns that if these measures are not taken immediately, citizens may be forced to resort to mass collective appeals and public protests in order to defend their rights and demand justice. The Human Rights Platform “DAYANÇ” considers this appeal to be evidence of a deep systemic crisis in the protection of property rights in Turkmenistan. We underline that the right to housing is a fundamental human right guaranteed by international law. The state bears direct responsibility for ensuring effective protection against fraud, corruption, and abuse. The Human Rights Platform “DAYANÇ” will continue to document such cases and inform international human rights organizations and relevant institutions.
